Kelly McLaughlin is a transactional real estate attorney whose practice focuses on the construction and rehabilitation of residential housing and commercial projects across the country which use various favorable financing mechanisms, such as Federal and State low-income housing tax credits and historic rehabilitation tax credits, Federal and local government loans and grants, commercial loans insured by the government, tax-exempt bonds, Federal Home Loan Bank Affordable Housing Program loans and grants, other private grants and real estate tax abatement. Ms. McLaughlin represents both developers and tax credit syndicators/investors and has experience preparing and negotiating purchase and disposition agreements, partnership agreements, financing documents, ground leases, master leases, homeowners association covenants and declarations, and real estate title insurance policies. She has also represented developers and builders in various local land use rezoning and variance matters, as well as residential and commercial landlords in leasing and rent collection matters.

Ms. McLaughlin has participated as a presenter/speaker on the use of Federal low-income housing tax credits in multifamily-family residential developments as part of a local continuing legal education program. Prior to joining Bocarsly Emden Cowan Esmail & Arndt, LLP, Ms. McLaughlin was a real estate associate at Venable LLP, a land use associate at Fossett & Brugger, and a consultant in the real estate and structured finance groups of Ernst & Young, LLP. After receiving a JD (with honors) and an MBA (with honors and a concentration in real estate finance) from the University of Florida, she obtained an LLM (with distinction) from Georgetown University Law Center. She is licensed to practice law in Maryland, the District of Columbia and Florida.
